Microfinance and Community Development Institute (MACDI) is seeking two National consultants to Conduct the research on CSO awareness, knowledge, need of CSOs and capacity buidling for CSOs in monitoring and supervising IE policy implementation for project ID 30142 “To promote inclusive education Children with Disabilities (CWD) in 3 provinces in Vietnam with the participation of the Inclusive Education Support Group (IESG) ” as described in this TOR.

  1. Background

Vietnam has made significant policy commitments to inclusive education, aiming to ensure children with disabilities and other marginalized groups have equal access to quality education. Despite progress, challenges remain in policy implementation, resource allocation, teacher training, and community engagement.

 

  1. Objectives of the study

This study aims to provide an updated, evidence-based assessment of the current situation of inclusive education policy implementation to inform policy makers and to promote IE policy enforcement. This TOR is informed by key findings from studies on inclusive education readiness and practice in Vietnam, including challenges such as lack of resources, inadequate teacher training, and limited community support, as well as recommendations for policy enforcement, capacity building, and budget/resource allocation for IE.

  • To assess the readiness and capacity of the IE policy implementation of existing education system to deliver inclusive education for children with disabilities.
  • To analyze participation rates, barriers, and facilitators for children with disabilities attending mainstream schools.
  • To evaluate the level of teacher preparedness, training, and support for inclusive education.
  • To examine CSOs, community and family involvement in supporting inclusive education.
  • To identify gaps between inclusive education policies and actual practices at provincial and local levels.
  • To provide actionable recommendations for strengthening inclusive education policies, practices, and resource allocation.
  1. Scope of Work
  • Conduct a desk review of relevant policies, legislation, and previous studies on inclusive education in Vietnam.
  • Collect quantitative and qualitative data through surveys, interviews, focus group discussions, and school observations in selected schools representing diverse geographic and socio-economic contexts (urban, rural, mountainous).
  • Engage key stakeholders including government officials (Provincial Departments of Education and Training, school managers, teachers, parents, children with disabilities, CSOs, NGOs, and other relevant agencies
  • Analyze data to assess:
    • School readiness and accessibility
    • Teacher training and competencies in IE
    • Student enrollment policy, and retention rates of children with disabilities
    • Community attitudes and support mechanisms for IE
    • IE policy implementation, challenges and resource gaps.
  • Develop recommendations to enhance policy enforcement, teacher capacity building, CSO, community and family engagement, and budget transparency allocation for inclusive education.
  1. Methodology
  • Mixed-methods approach combining:
    • Desk review of documents and data
    • Quantitative surveys with CSO, school staff, parents, and children
    • Qualitative interviews and 3 focus groups with stakeholders
    • Field visits to observe the practices in the selected schools, and inclusive education centers (if applicable).
  • Use of internationally recognized frameworks for assessing inclusive education readiness and quality.

6. Qualifications of the National Consultant’s key experts

Two experts shall meet the following requirements:

  • Minimum 10 years of experience in education research, with a focus on inclusive education or disability inclusion.
  • Strong knowledge of Vietnam’s education system, policies, and socio-cultural context.
  • Experience in mixed-methods research and stakeholder engagement.
  • Ability to analyze policy and IE project implementation gaps and formulate practical recommendations.
  • Have experiences in conducting similar study in Viet Nam. (Provide previous reports and CVs to demonstrate your study capacity).
